The Nairobi-Nakuru-Mau Summit highway will be built by a consortium led by China Road and Bridge Corporation (CRBC) and the National Social Security Fund (NSSF).

This is according to a project brief published by the Kenya National Highways Authority (KeNHA).

Why did KeNHA choose CRBC and NSSF?

CRBC secured the $1.33 billion (KSh171.4 billion) contract after submitting a lower base toll rate than the French contractors, who had initially been awarded the tender.

The National Treasury’s Public-Private Partnership (PPP) Committee cited CRBC’s vast experience, including the construction and operation of the Nairobi Expressway, Kenya’s first toll road.

The PPP Committee noted that the proposal satisfied all PPP standards, including the affordability and public interest tests, at its 47th extraordinary meeting on October 9, 2025.

A privately initiated proposal (P-i-P) was also submitted by Shandong Hi-Speed Road & Bridge International Engineering Co., Ltd. (SDRBI), but it lost the bid.

“Based on comparative assessment, the Evaluation Committee concluded that China Road & Bridge Corporation (CRBC) & National Social Security Fund Trustees (NSSF) align with the Contracting Authority’s Output Specifications and PPP Act Cap 430 requirements. Accordingly, CRBC and NSSF Trustees are recommended as the preferred proponent,” KeNHA stated.

The winning consortium also consented to take on traffic volume risks instead of transferring them to the government, which was different from what the French contractors sought, as they wanted the state to negotiate to guarantee lasting affordability for motorists.

What is the proposed toll fee for Nairobi-Mau Summit Road?

Upon completion of the road, KeNHA proposed a toll fee of KSh 8 per kilometre on the dual carriageway.

The toll rates will be modified to reflect changes in the economy, inflation, and exchange rates.

The administration has indicated that the cost may be negotiated to ensure motorists’ long-term affordability.

How will the Nairobi-Mau Summit Road be financed?

The project will be financed by a combination of 75% debt and 25% equity (in shillings), with the NSSF’s contribution representing a significant local investment in the infrastructure.

The consortium will take on the traffic and revenue risks to protect taxpayers.

The brief states that in return for their toll payments, motorists will benefit from safer dual four-to six-lane carriageways and lower travel times along the congested road corridor.

Which other road will be dualled?

The Rironi-Mai Mahiu-Naivasha road will also be expanded as part of the project.

According to KeNHA, tolling will start after construction is finished and will be governed by the National Tolling Policy, which has not yet been approved.
