The 2025 Cabinet performance rankings by Kenya Track Survey have revealed the most effective and results-driven Cabinet Secretaries in President William Ruto’s administration.

The nationwide poll, conducted between October 1 and October 23 among 7,987 respondents, measured public perception of leadership, service delivery, and impact across ministries.
Who are the top performers in Ruto’s Cabinet?
Tourism and Wildlife Cabinet Secretary Rebecca Miano emerged as the highest-rated Cabinet member with an impressive approval rating of 81%.
Miano’s leadership in revitalising Kenya’s tourism sector, improving conservation efforts, and promoting Kenya as a sustainable travel destination earned her top marks from the public.
Following closely was Geoffrey Ruku, the Cabinet secretary for Public Service, who scored 79% for his efforts to improve efficiency and accountability within government institutions.
Ruku’s reforms in civil service operations and digital integration have been widely acknowledged as transformative.
In third place, William Kabogo, the Cabinet secretary for ICT and Digital Economy, garnered 78% for spearheading digital inclusion programs and advancing Kenya’s innovation agenda.
His ministry has been instrumental in expanding broadband access and supporting youth-led tech startups.
Alfred Mutua, in charge of Labour and Social Protection, ranked fourth with 75%, credited for enhancing welfare programs and pushing for fair employment practices.
According to Kenya Track Survey, the rankings reflect Kenyans’ growing expectations for accountable and result-oriented governance.

The findings also highlighted how strong leadership and efficient service delivery continue to shape public trust in government institutions.

Is another Cabinet reshuffle looming in Ruto’s government?
In a related development, TUKO.co.ke previously reported that Ruto is preparing for a major Cabinet reshuffle aimed at reshaping his administration ahead of the 2027 elections.
The move was said to target allies of the late Raila Odinga and consolidate Ruto’s influence across key political regions.
Sources revealed that the reshuffle could remove individuals who had relied on Raila’s political networks, as Ruto seeks to reconstitute his government to reflect shifting alliances.
The president’s recent statement during Raila’s burial in Bondo, where he vowed not to let ODM collapse, sparked speculation that he might be plotting a takeover or merger involving ODM and UDA.
Reports further suggested that Raila had planned to meet Ruto to discuss government changes shortly before his death, fueling claims that both leaders had already agreed on a broader realignment.
