Kitale: Detectives from the Directorate of Criminal Investigations (DCI) probing the mysterious disappearance of a Kenya Medical Training College (KMTC) accountant have suffered a major setback.

The DCI had sought to detain Tobias Keller, the husband of the missing KMTC Kapenguria accountant Caroline Mokeira, for an additional 11 days.
When did Caroline Mokeira go missing?
Keller, together with Gladys Namarome, is believed to have had a hand in Mokeira’s disappearance. Namarome is the wife of Keller’s labourer, who is still at large. The phone of the missing woman was found at her home.

The accountant reportedly went missing on October 17, 2025.
On Monday, November 17, the Kitale chief magistrate dismissed the police’s application to detain the suspects for longer.
Chief Magistrate Samuel Mokua said the prosecution had failed to provide compelling reasons to warrant further detention of the accountant’s husband and the second co-accused.
Mokua stated that the detention of suspects should be done in good faith and in compliance with the provisions of Articles 22 and 49 of the Constitution of Kenya.
“It was the duty of the prosecution to table compelling reasons why the two respondents should remain in custody beyond the period they have been in custody. They have been in detention for 10 days,” the magistrate stated.
With the application dismissed, the court released the suspects on a cash bail of KSh 200,000 each, with one surety of the same amount, or on a KSh 500,000 bond.

Bail terms for Mokeira’s husband
The magistrate also restrained the police from arresting the two suspects, who will be required to report to the Trans Nzoia West sub-county criminal investigation officer twice every week, on Tuesdays and Fridays.
“These bail or bond terms shall remain in effect and shall expire upon the formal charging of the suspects with disclosed offences,” the court ruled.
“The police shall not arrest the suspect. Instead, they shall be summoned to present themselves to the court to take pleas,” he added.
The suspects have also been barred from contacting witnesses in the case before investigations are completed and a charging decision is made.
A mention for the case has been set for Monday, October 24, where the court will provide further directions.
When was Caroline Mokeira last seen?
According to Mokeira’s family, she was last seen leaving their home in Kitale with her husband on October 17.
However, the husband later returned alone, after which he allegedly started giving conflicting statements about her whereabouts.
The missing woman had reportedly texted her sister that she was at the Uganda border on the day she went missing. The family claimed that her phone remained active for eight days after she went missing.
