Nairobi – Governor Johnson Sakaja has announced changes in his executive affecting several chief officers.

On Wednesday, November 19, Sakaja announced a reshuffle, which affected 10 county chief officers, which he said took effect immediately.
“In accordance with Section 45(5) of the County Government Act 2012, the following county chief officers have been reassigned. The change takes effect immediately,” Sakaja said.
Which officers did Johnson Sakaja change?
In the notice signed by Sakaja, Godfrey Akumali has been moved from the Business and Hustler Opportunities to the Housing and Urban Renewal department.
Tony Michale Kimani, who headed the Social Services sector, has been moved to the Social Services and Estate Management sector.
Sakaja has moved Sande Oyolo from Digital Economy and Startups to the Medical Facilities department.
Lydia Mathia, who was previously in charge of Housing and Urban Renewal, will now serve in the Business and Hustler Opportunities docket.
In the changes, Wilson Gakuya, who previously headed the Smart Nairobi Sector, will now be in charge of the digital economy and start-ups.
The governor moved Mache Waikenda from the Mobility Sector to the Mobility and AG ICT Infrastructure.
Clement Rapudo, who previously headed the City’s Culture, Arts, and Tourism Sector, has been moved to the Smart Nairobi sector.
At the same time, Zipporah Mwangi has been moved to the City Culture, Arts and Tourism docket from Citizen Engagement and Customer Service.
Did Sakaja demote Geoffrey Mosiria?
The most affected chief officer is Geoffrey Mosiria, who has been moved from the powerful environment docket.
Mosiria, who had become popular for his handling of environmental matters, will head the Citizen Engagement and Customer Service docket, a department considered less lucrative.
The environment docket will now be taken over by Hibrahim Otieno, who previously headed the medical facilities docket.
The county chief officers manage day-to-day operations of a department, enhancing department performance, deploying public officers within their department, ensuring efficient service delivery, implementing county policies and are accountable to the sector county executive committee member (CECM).

What Johnson Sakaja said about promoting Mosiria
In September, Sakaja was forced to respond to calls by Nairobi residents to promote Mosiria.
Sakaja described Mosiria as an industrious officer already serving in a role that suits his abilities and achievements.
Speaking during a radio interview, the county boss praised him but also cautioned against pushing for promotions without considering suitability.
Sakaja went on to explain how he first met Mosiria years ago while the young officer was a student leader at the University of Nairobi, actively involved in the Students Organisation of Nairobi University (SONU).
According to the governor, Mosiria’s leadership traits stood out early, and he was one of the young leaders he personally mentored.
